To the editor:
The New York Times editorial of Aug. 28 states “unchecked urban sprawl and paving over of wetlands and prairies have increased the risk posed by floods in Houston.”
At a meeting of a committee of Community Board 7 of Manhattan to consider plans for the development of the Penn Central rail yards, at which I was present, a real estate developer averred, “I like to build in Houston. They don’t have any zoning in Houston.”
The name of that developer? Donald Trump.
